Motorway upgrade recognised for sustainable design

Bielby Holdings, in conjunction with the Department of Transport and Main Roads, are delighted to have received recognition for sustainable design, with Ipswich Motorway Upgrade: Rocklea to Darra – Stage 1 certified by the Infrastructure Sustainability Council of Australia (ISCA) for an Excellent Design Infrastructure Sustainability rating.

A Design rating is awarded based on the inclusion of design elements and construction requirements for sustainability in the project and to receive an Excellent design rating is a significant achievement. As part of the assessment process, ISCA reviews all aspects of the project covering everything from the impact on climate change to management systems.

Bielby’s Managing Director Adam Edwards stated the importance of sustainability to the organisation, “We are honoured to have received a rating of excellent for the design of this project. From taking measures to protect native wildlife via dedicated corridors to reducing the amount of concrete and steel used by being innovative in our design, we can construct much-needed infrastructure while balancing the duty of care we have for our environment.”

“We are particularly pleased to have received the highest possible score for the key categories of Climate Change, Ecology, Management Systems, and Health and Wellbeing. The project team and all involved parties are to be congratulated on the achievement of an Excellent rating.”

In assessing TMR and Bielby’s submission, ISCA noted in particular:

  • – A significant reduction in material impacts compared to the Base Case design.
  • – A notable achievement is the use of alternative thinking to achieve a 57% reduction in concrete and a 54% reduction in the stressing strand steel for short- span bridges.
  • – The project should also be commended for implementing habitat connectivity measures such as fauna fences and widening corridors.


About the project

The $400 million project is jointly funded by the Australian and Queensland Governments, each committing $200 million. The project covers a 3km section of the Ipswich Motorway between Granard Road, Rocklea to east of Oxley Road, Oxley. This is the most critical section of the remaining 7kms of the motorway still to be upgraded. In April 2017, TMR appointed Bielby Hull Albem Joint Venture (BHA JV), a Queensland-owned joint venture, as the contractor for the upgrade. Construction is expected to be completed by late 2020.

The Infrastructure Sustainability (IS) rating scheme was developed and is administered by the Infrastructure Sustainability Council of Australia (ISCA). ISCA is Australia’s only comprehensive rating system for evaluating sustainability across design, construction and operation of infrastructure.
